Most of it is plainly true, but the problem is he gives too much credit to cold-war era america.
I think the character was written to sound like he had the old black-and-white worldview.
"Reaching for the stars" was funded so the military could have ICBMs and "war on poverty" didn't
make it very far into the 70s. Things haven't gotten worse, they just still suck.
