If you're confined to a single plane, it's 2D. This is a pretty major design decision, sidestepping greatly changes the game in many ways. It's not a matter of just "make it 3D because 3D is more modern", it all comes down to what kind of movement options the developers want it to have, what they want the spacing/range game to be like, etc. They're basically two distinct subgenres of fighting games, and neither is strictly better than the other. Trying to convert established 2D series into 3D has never gone over well since it's such a radical change that fundamentally changes so much about the game (never heard of the reverse happening yet, but I imagine it would be equally poorly received by its fans). Street Fighter, Marvel vs. Capcom, King of Fighters, Guilty Gear, BlazBlue, Persona 4 Arena, Skullgirls, what am I missing? Though as far as 3D goes, it is a common feature there.
