I don't know that I have a strategy, other than just playing it through once casually and paying
close attention.
On this map I noticed that the creeper fills the nearby basin very slowly, so it'll take a long
time to overflow your base. However, trying to hold the flat ground open with blasters is way too
expensive for the amount of collection you gain.
So I completely ignored defence and just spammed reactors, then mixed reactors and drone bases.
By bombing the shit out of the far side of the map (where all the creeper is) you can keep
creeper from building up. Once I had plenty of power I just marched a bunch of blasters towards
the totems, supporting them with drones rather than stopping to use mortars. If I kept trying I
bet I could go under 10 minutes, but I need to sleep.
