The actual video is actually about 1000x550, should probably just find a better source like the

The first 15 seconds or so look fine but as soon as high motion visuals come up it all goes to
shit.

But, it also used 2-pass encoding. Which for something like this does a better job averaging out
the quality across the whole video. That first 15 seconds or so of video the average bitrate is
like 56 kbps, but ramps up where needed. Also, don't use baseline profile. Use high.
You can also use aac-he at 32kbps CBR to retain better audio fidelity since flash supports it.
