It was called vectoring, and anons would get together and do this to create larger pictures of their favorite anime scenes and use them as backgrounds and stuff. Really dedicated anons would produce things like this flash, painstakingly tracing frame by frame to produce high quality OC. You see, back in the days when this flash was made, we would watch anime on shitty 23 meg rm files that would take hours to download.
