I thought B rank consisted of folk like the tank-top fellas so I just figured that C rank meant

The Tank top guys are spread out among all the ranks. The idea of the C rank is they're the guys
who do the day to day crime fighting, as well as lower level monster threats. The Licenceless
Rider has the capability to make it to mid B rank or so, but he keeps himself at C rank 1,
because he feels that's where he is of most use.
