  It used to be more effective when parties actually had some semblance of power, and could get
  people to go out and vote. If we had that, instant-runoff voting, and if the electorate collage
  was somehow changed - or even disbanded - we'd probably have a higher voter turnout. I just wish
  we had election holidays, at least.
