It was made using an expensive converter and there was a considerable amount of time and effort
put in to edit it for certain parts and to get the best quality out of it.
For a non-expert to get pretty clear/decent quality out of an HD video with only 10mbs isn't
exactly bad considering the limitations of SWF and its pretty poor talent as a video streamer.
Atleast its pretty clear and so you can enjoy it.

It won't ever. Patenting is a fucking nightmare due to the two competing patent pools, and Adobe
has pretty much given up on the Flash Player platform; they've renamed their flash creation suite
to "Animate" or some shit to get rid of the association, and recommend you use the HTML5 export
to deploy stuff.
One thing I could imagine is them adding VP9 as an afterthought since it's a small fix; the only
issue being that VP9's reference encoder libvpx is pretty bad and Google's claims to it being
patent unencumbered are dubious at best, since it's very similar to H.265. The fact that Google
makes breaking changes every other year (they're now working on VP10) does not help the situation
for third-party implementors, especially with regards to hardware decoders.
TL;DR: H.264 is probably the best we'll get. But it's okay, x264 is still the best encoder, which
is why you'll barely find any anime torrents encoded with H.265/HEVC. x264 just squeezed that
much coding performance out of H.264 that it's hard to beat it with a respectable margin;
benchmarks are often done against reference encoders.
It's not looking good for Adobe Flash, crossbridge.io is the last hope we really have to keep the
platform commercially interesting enough for Adobe to spend more resources on it.
