Title is "Ore-ra Tokyo-sa Iguda (Yuguda)?
It's just a song about having lived in a small town with no amenities, and then going to Tokyo.
"Nee" in this case is being used as a sloppy "Nai", and he's using a more provincial dialect.
So he's saying stuff like "Ain't got no fridge, Ain't got no bars, Ain't got no TV, Ain't got no
gas, Bus only stops here once a day"
