Cyberpunk is like Steampunk, but without steam and electricity...
So, like high tech stuff, and everything is built on unlimited electricity, but with like
polluted skies and the like. The roads in Akira were too unlit, and the building were too
"unclean" to be Cyberpunk.

I think you're concentrating on aesthetics, which are only means of delivering the premise of
cyberpunk, which is the downside of technological development, and thus can be different for each
author.
I don't know much about steampunk though. For me it's just a bunch of idiot cosplayers gluing
cardboard cogs onto their costumes.

society dominated by computer technology."
So apocalyptic stuff can't be cyberpunk, and is very much high tech.

The theme is weird science with Victorian materials and processes.
but the secret with Xpunk is that it cosplay circle jerkers wearing goggles and boots steam punk
just does it with archaic garb and cogs, cyberpunk uses 80's interpretations of google glasses
and diesal punk uses oil smeared denim and spanners.

Legit point, but for a "lawless subculture of an oppressive society" to take place, you'd need
culture, which means usually it's not really apocalyptic, only like the government is extremely
evil and stuff.
I'm saying concrete wasteland can't be cyberpunk. Sure cyberpunk tech could lead to it, but after
technology disappears it just becomes a concrete wasteland.
