  That's a pixel art piece by an artist called Jalonso, it's posted to their site, Bugpixel, under
  the name "Steampunk Factory".

  I can't find their preferred program, but you don't really need a specific program for pixelart,
  just something that can zoom in and put pixels down one by one, such as photoshop, GIMP, MSPaint,
  or others that bill themselves as especially pixel art friendly. For an animation, all you need
  is the ability to save as an animated gif. It's very easy to do in photoshop or GIMP.

  Getting something to look that good requires a shitload of practice, and many hours of blocking
  out pixels and filling many of them in one by one. It's very tedious and demanding of skill and
  patience, which is why you don't see stuff that detailed often.

  Thanks so much for your input. I suppose that there was something nostalgic about this piece,
  even though I know its relatively new. It reminded me of the old MySpace/Gaia Online community
  games that people all joined in on back in the day.
