They come from 2ch, mainly the ascii board, although other boards can have them. They are like
our reaction images with a chracter. So Yotsuba or the green anon is a good comparison.
Some people made animated flashes out of them, but it's predominately the text art.
I think the VIP is a running gag from world4channel, from the /vip/ board where people just
shitposted most of the time. I know that instead of "Anonymous" the default name was VIPPER.
