I think looking back at the time this was produced, I think it's likely a protest on the topic
that all men in society are assumed to have uncontrollable sexual urges. And that these urges
must be controlled by those who know better than him (the three women that are likely wives of
neighbours in this case), and if left to his own devices he will do something he has no control
over, and later regret it deeply (hence the crying at the end).
The film substitutes rape/sex as the uncontrollable for absurdist humor of walking down the
street naked. While ridiculous, it is also believable for the audience that in this fiction
people fear this phenomenon, because male nudity is portrayed as a inherently bad thing that
children must be shielded from. The chant itself is rebellious in nature even though they seem to
be in a state of hypnosis or compulsion. They are aware that their nudity is not accepted, and
that anybody who would be associated with them would be in a 'heap of trouble'. Regardless if
they were just unwilling bystanders, if you were asked 'what were you doing, exactly, next to
those naked men?' you'd instinctively get defensive and stress that you had nothing to do with it.
The scene also reminds me of the low budget zombie movies that were shot around the same time,
which further suggests the men are under some form of compulsion and have no control.
But most of all I think that based on when this was made, it's also not supposed to be taken too
seriously.
