it's only chrome that does this because it's updates that are hidden and are done in background
without you even knowing about it so maybe one day you open flash and and it won't even prompt
you to download it saying this software is dangerous to your computer so we made the precautions
so you won't even be able to download it

In the new update for chrome this Chrome://Plugins has been discontinued.
You have to change flash settings in the advanced settings tab under privacy>manage applications.
