The guys running the rehab are the ones producing and manufacturing the drug (Blue Flowers). The guy was a detective sent in to try and find a seller/maker of the drug, get to the top somehow. Turns out, he was set up by his superiors to get hooked and spiral into needing rehab since the rehab facilities are so heavy protected by law and no one is allowed to go snooping or looking or investigating.
