  Decided to start making some shitty flashes before adobe kills it off, so I acquired adobe
  animate because I heard it could do all the things that old flash programs could and then some,
  but there doesn't seem to be any option to make a flash project. Do I just set it up as a HTML5
  project / action script project and then export it as flash or something, or do I need to go and
  pirate an older version of flash instead?

  Tried googling it but all the adobe help pages are next to useless and mostly marketing speak
  about how great it is that it can make shitty HTML5 web advertisements.

  then when you're done you click on File and Export movie... or hit shift+ctrl+alt+S

  subscriptions to failware that will quickly overrun the price of a permanent local license for

  OP here, reporting back in, as of this moment I am convinced that adobe is run by Satan (well
  moreso than I already was) and that ActionScript only works for those who offer up blood
  sacrifices.

  Can't even get the damn thing to fucking loop part of the timeline and not a single answer stolen
  from help forums seems to do jack shit. Guess I'll listen to this anon >>3272878 and just pirate
  an earlier version of Flash pro and see if they are easier to work with, because fuck me if this
  isn't needlessly complicated as it is.

  click a keyframe and add the following code in the ActionScript window:

  gotoAndPlay(3);

  when the timeline reaches the keyframe it will immediately go back and play from frame 3.

  ...im of course assuming you can still edit ActionScript in Adobe Animate. since code isn't part
  of their bright new future of dumb video files without preloaders or flexible timelines maybe
  they removed it

  Go to the last frame you want of the loop and put the following in the actionscript:

  gotoAndPlay(156);

  Replace 156 with whichever frame you want it to loop back to.

  This at least works in Macromedia Flash Professional 8 which is like 100 years old, might not
  work in new fangled flash.

  2)Flash 8 is a dinosaur without many familiar features and running Actionscript2.

  I use CS3. Thought Flash MX has the best vector drawing. But CS3 is pretty fast and good too and
  has good extension options. Also I highly recomment AS2 over AS3 unless you wanna develope
  something HUGE like a OS or something. Coding in AS2 is much faster and muuuch more efficient and
  solid. AS3 is only good if you work with a team.

  got distracted.

  No idea actually. I was trying to do stop(); so that animation layer one (a tower) would stop at
  the end of it's tweening. For whatever reason it simply did not work, nor did other commands like
  goto.

  Tried it on Flash CS6 and it worked like a charm, so maybe some difference in implementation
  between AnimateCC and old versions? Fuck if I know.

  I'd say learn C/C++ together, side by side so you get the syntax and can appreciate the
  fundamental differences in their approach to object management... Java, Javascript, Actionscript,
  etc will flow like water for you after that.
