Voice pitch is partially genetic and partially learned from speaking style. It just so happens int he UK in some accents speaking with a higher pitch is more common now.

I think you're falling under her suggestion that voices in the UK in last decades have actually changed at all. You might get such an impression if you compare voices in movies because leading characters in older movies were much older. A 40+ was a prime age for a male character, not a kid in his early 20s. Beside movies you might look at music, but singers have rather unusual voices compared to rest of the population. Well, maybe not in punk, but British vocals always seemed high pitched to me which only disproves her opinion.
