...Of course it would be Card Ejector rather than say, the Black Magician Girl.
To put it simply, when you shoot things, they explode and shoot bolts of electricity. Coming into
contact with the bolts, the explosions, or the enemies will drain your LP.
The bar seems to increase when you blow up stuff. Once the bar fills up all the way you'll regain
some LP and the bar will empty.
