1. As you can judge by the map it's Ukraine.
2. This is a song by ukrainian punk-group (though, singing in plain russian) "Krasnaya Plesen'",
that means "The Red Mold". They are somhow famous for their parodies on various pop-songs and
other songs, which concern explicit themes (sex, drugs, alcohol) and contain violent language.
This flash however is accompanied by the song "Vampire Kashyolkin" and tells the story of a
vampire who wanted to copulate with that glorious fat girl though because of the stink the girl
made because of scary look of vampire - he decided to get back to his home.
Though you can see a lot of adverts of the new album of the band and their cartoon-prototypes
(those guys with joints and glasses).
