Click on the handle to remove the thing blocking the way up.

To beat it, you have to get up to the clouds. Go to the air stream thingy at the left of the map
and click one of the handles on the thing that looks like it's electrified, the bit that's
blocking the path upward will move. Then float up to get on the clouds and walk to the right.
