Because this flash is actually a video. Let me elaborate.
There are two types of flashes:
1. Vector animations
2. Flashes that load a video and play it
This one is of the second type. You can easily identify them because they have blocking
(especially when something moves), are looking pixelated (this is because of Flash's fucked up
chroma upsampling) and other characteristics which I'll shorten to "looking like shit" now.
Someone we're going to call Alice now saw this magnificent 東方 video on nicovideo and thought to
herself:
"Damn, that was nice, my friends over at /f/ need to see this too!"
She realized that she must convert the video into an "SWF" file first in order to post on 4chan.
Also, the video's size needs to be brought down to <= 8192 KiB so she doesn't violate the maximum
filesize.
Now look at THIS flash's filesize. 7.97 MiB - coincidence?

Another thing you must understand is what it means to convert something to "SWF".
This SWF file contains a movie in the FLV container format, which in turn contains a video track
encoded in the crippled H263-derived propietary shit format called "Sorenson Spark" and an audio
track encoded in the MP3 format.
What happens now is that Alice is feeding a high-quality, 40 MiB video encoded with modern,
efficient codecs like H264+AAC into Adobe's shitpile they dare to call innovational software,
resulting in severely decreased visual and audio quality.
But to answer your original question, visualize following scenario:
4 days later, a second person called Bob is browsing on niconico as well, but is a too lazy fuck
to look on swfchan/dagobah first and makes another reencode of the same video, which however
doesn't result in the exact same file.

If you are still able to endure the horror, picture this:
Another 3 days have passed and person #3 named Mallory finds on Youtube said video, which was
transcoded from a dagobah flash, which was transcoded from vimeo, which was transcoded from
nicovideo and transcodes it into a SWF/FLV file to post it on 4chan.
This is exactly how at least 80% of what is posted here came into existence. Cruel abominations
everywhere.
The worst thing is that the clever people at Adobe "recently" implemented support for H264 and
AAC, but you can't embed it into SWF files, only load them from an external file.
