  Another problem is that the refresh rate of most monitors caps out at 60 Hz unless you have a
  damn good monitor and you set it otherwise. So most monitors can't render more than 60 FPS anyway.

  detecting fps by the human eye is entirely up to point of reference. if something barely moves,
  10 fps would be unnoticeable. if the entire screen is changing rapidly, it becomes more apparent.
  humans can see well beyond 4000 fps, and theres absurdly simple tests to prove it, have a person
  sit in a dark room, and produce a bright flash that lasts for 1/4000 of a second. a person will
  notice it. herp fucking derp, someone just saw 4000 fps.

  in fast paced first person shooters, 30 fps can become obvious, solely because of minor
  stuttering, but until theres an unresponsiveness of input due to video rendering times, most
  people dont notice and or give a shit.

  Furthermore, 30 FPS is what I'd consider the "tolerable" frame-rate. Anything below this actually
  becomes physically painful to look at. However, I prefer things to be well above 30 -- generally
  50~60 is a comfortable range. Anything higher than that isn't too noticeable.

  Human eye doesn't have a fast enough nerve conduction velocity to see 4000 frames, the absolute
  limit of human visual acuity is about 180-200 frames per second.

  Anything more than that and the eye stops processing the information, you see this with what is
  called a "wagon wheel" test, where a spinning object approaches that threshold of human limits
  and suddenly appears to be spinning in the opposite direction because our eyes can no longer
  process the information as fast as the wheel is spinning.

  1/4000sec flash of light would be seen because the light would be received during a "frame"
  lasting significantly longer than 1/4000
