Significant portions of the population consider themselves Russian and Soviet. On top of that Crimea is full of Muslim Tatars who are despised for centuries of slave trading and numerous political betrayals during the Cossack period and the northwest has a lot of Catholic Poles. Ukraine was a multi-ethnic Frankenstein monster from the time its modern borders were drawn by Khrushchev that a nationalist party could never realistically rule. Though if Russia annexes more territory and it's down to Ukrainians and Poles a nationalist regime might be plausible.
