The whole argument is that those who are high skilled and better off choose to stay in the
countries that they study at because of a higher quality of life instead of returning back to
their own countries to bring their skills and talents to uplift their own fellow citizens. These
individuals CHOOSE to stay in the US and western countries instead of improving where they came
from so that people there can have better lives than having to go to another country like they
did.
