Well, if you use a "had," referring to all of the past, like in "I've never had sex with
Beedrill," you need that "have" there.
"I never had" isn't correct in this instance. Referring to a single instance in the past,
however, like "I never said that," it would be correct to not have a "have."

prior conversation implied that you had intended to (e.g. 'in the end, I never had sex with
beedrill'). You could potentially use this even if you have had sex with beedrill at some point
so long as it was not during the period in question.
"I've never had sex with beedrill" is a general statement, meaning that you have at no point had
sex with beedrill.

Well, for this sentence structure it would be more appropriate with something like "I tried hard,
but I never managed to have sex with beedrill", as it completes the first clause ("I tried hard
... to have sex with beedrill").
You could, however, say "I never had sex with beedrill, even though I tried hard."
Either way it should be established prior what period of time this refers to.
