Huygens was worth the risk to see what was under its atmosphere and the potential for life was minimal there. It also makes us good solar citizens by not leaving debris floating in the void. However, if you're considering the terminal velocity in Saturn's atmosphere, it depends on your reference altitude, meaning the craft is either below or above (or theoretically at) terminal velocity. Of course, once the craft is in the atmosphere then it can have a meaningful terminal velocity. And while I haven't done the maths, I would guess that the craft would be well above terminal velocity all the way up to the point where it's torn apart.
