It's one of the many flashes served on this page http://www.macromedia.com/support/document
ation/en/flashplayer/help/settings_manager04.html#117502 which apparently can change certain global
settings for your flash player, such as security, local storage and so forth.
It looks like they don't work very well without being loaded through that website.
