  The actually answer your question though, the header for the embedded WAV file is improperly
  encoded. It's marked as 8-bit PCM, but is actually 32-bit floating point. Audacity will open it
  correctly.

  i figured it was something to do with the headers. i was hex-editing it from stereo to mono and
  it fixed the speed, but not the clipping. turns out it was actually 8 bit pcm marked as 16 bit
