The hex code seems to be a browser identifier string. That means everyone posting from a certain kind of browser, like google chrome on windows, gets a certain hex code attached, in this example that would be "02b99990d". When posts are appended to the bottom of a thread via the thread updater, the mailto link doesn't appear at first. You need to refresh the page to see them. It would turn into a mailto link in your post, allowing people to email you if they wanted to contact you directly or in private, but the feature was removed many years ago because no one was using it anymore. So "blue anonymous" isn't that special of a sight to begin with. People started using sage as pseudo downvotes, replying to threads with a post that had sage in all fields and stuff like that. Announcing sages is forbidden now, and sage had to be made "invisible" in some way to actually make the rule enforceable. moot could have split the email field into one pure email field and one new options field, but because no one was using it anyway, the email field just disappeared instead. I distinctly remember a board that still had an email field after it was removed on all other boards, but I don't remember which one it was anymore. /toy/ maybe?
