The clue was in the file size being less than 2 KB.

if your trying to run files from 95zone. make sure you havethe following installed
rpgvxace
Locale.Emulator ( think current version is 2.4.1.0
Standard
all the files are on 95zone that you need to run the games also if you ask in the forums they can
normally link you to where you need to go.
if you getting glitches try running jap local if you get another error go jap local admin if that
does not work
drag the file into the locale emulator exe and it creates a shortcut on your desktop that will
normally run the file
