The video within the .swf make it into a drawn/tweening animation instead of a video file placed in
a .swf with playback controls.

The swf file doesn't contain any animation based on vector, instead they used a flv file, sorry to
disappoint you but has no meaning try it to convert any frame to vector because the video is in low
quality due to compression.
This animation contain edits from various zone work merged in one swf file, you need the original
edit file from famous toon facials, but due the lack of ethics of this "artist" i doubt you can.

how do you think flash workd? this is not something to be "easily done"
what you're asking for is to basically trace and redraw the entire animation in vector
