This is a parody of the "руки вверх!" ("Hands Up!") pop-group, popular in Russia in the 90's and
early 00's.
The parody was made by павел яцына (Pavel Yatsyna) and his group "красная плесень" ("Red Mold"), a
popular performer of various things in the informal circles of Russia.
