Ruffle doesn't have video format support yet. So despite this flash being older than the release
of AS3, it being a simple mp4 port into flash makes it unsupported through ruffle.
You could pretty easily rename the flash to .mp4 and I bet you 10$ it would run as a video, maybe
without sound.

I'd say that's because a lot of media players can play flashes... I chuck some swfs into mpc-hc
instead of the projector when I want a seekbar.

No, it's because the data for the video is literally storred into the swf as mp4 readable binary.
renaming it to .mp4 simply tells the media player to ignore the flash parts and just pull out the
mp4 binary data.
