Most Touhou media is unofficial.
The creator of Touhou, ZUN, greatly encourages fans to create their own games, songs, animations
cosplay, merch, doujins etc.
Which is why Touhou got so big in the first place, only his games and CD's and some other small
stuff by him are official.

At 1852 frames and 5725 frames (out of 6188) in the video, I can see animated effects that would
be very impractical to pull off in flash, but pretty simple in Sony Vegas or something.
I mean the slight Perlin noise and the sun rays.
I got those frame numbers looking at the flash in MPC-HC, which has a seekbar.
So yeah, one reason why these wouldn't have swfs is because they might not have been made in
flash in the first place. But that seems so unlikely given the time that this was made and the
art style.

in most cases the basic animations are done in flash
then exported as video and further edited with sony vegas or whatever
so they could have at least exported some things in swf but I guess they didn't want to or just
didn't care
a lot of H creators these days do the same thing
even minus8 started to not release the swf of his work
