I'd understand if it was a modular thing where you could change the girl and adding an animation was like adding something for all of them. But for one girl? I love Shantae but I don't think she's so great (or any character for that matter would be so great) that she needs half-a-years worth of development on one porn flash for her.

Also Shantae is HUGE waifu material, it is far from a character that doesn't get gigantic amounts of attention especially in lewds.
