I don't know about JSK releases, but oftentimes games also have various other kinds of files like xml which would be impossible to upload. Finding a way to re-up the compository in a meaningful way would be the easiest way. If you really want to go about posting each and every swf and add a guide in the comments like the folder name and tag them all as the same game, it might at least be a way of archiving the files for future usage here on swfchan though.

And no, every asset of the game is protected by copyright law the same, if someone finds it they can take it down, as much as some rar with the game files just named differently and you wouldn't have to scour the .com archive to download 20 individual swfs and follow instruction how to put them into some subfolder.
