I'm honestly not sure where you got that generalization, but I'll take a stab.
While it's not really the case, anymore, Japanese cars typically had more gears in their manual
transmissions, and narrower power bands due to having smaller engines. This means you have to
shift more to stay in the power band, especially when you're doing a lot of speeding up and
slowing down, as you would when racing. In particular, the AE86 in Initial D had a modified diff
that made the gear ratios rather close.
