  This is a nice try for an amateur, but all Emergency messages like this end with a SAME encoded
  burst of 3 0xABNCNCNC

  That screeching noise is actually conveying information to a device that the cable provider or on
  air television station is required to have.

  It transmits three times and then the burst I described three times to tell the device that it is
  finished.

  Now as I am not a computer I can not tell if I am exactly right, but I'm pretty sure the SAME
  burst is just one from a test.

  Also if this is intended to be "realistic" There message would be much shorter and if the
  computer voice was intended as part of the software, it would not list so many specific details.
  Most likely, after the system issue its EMERGENCY ACTION NOTIFICATION message, it would play on
  repeat until a prerecorded message was added to it afterwards.
