I think it's one less than the territories you own. You get them at the end of your turn, not the
beginning.

Dice you gain = largest number adjacent territories.

The computer cheats like hell but you can still beat it.
Just NEVER go into a fight if you have the same or less dice. That's a guaranteed loss.
