I'm trying to find this flash and I cannot locate hide nor hair of the thing, maybe somebody can
help me.
I think it was about Marvel v. Capcom? There's a bunch of capcom characters, like Arthur,
Darkstalkers, and the like, all jumping around anime style to music.
And there's this one part where dudes are lying, defeated on the ground and a white ripple of
light pulses from their hearts before they get up and leap into battle.
Does anybody know what I'm talking about?

it had BB Hood from Darkstalkers, a really large, mobile armor version of Arthur from ghouls and
ghosts.
also charlie from street fighter alpha and mega man from mega man.
mega man and bb hood are somewhat hidden characters. i'm sure the japanese had to beat that game
on one quarter to unlock them. The dreamcast just gives the secret characters to you.
