Yep. Back when imperialism was sweeping western Europe, a handful of countries actually hired
bands of vigilantes to loot the trading vessels of rival nations. For Britain, in particular,
they had their eyes on Spanish ships.
I don't know if privateers are still hired by world powers. It seems to have died off by the turn
