It's unclear how much of Flandre is mechanical. We know the whole lot of them are "created" and
they're obscenely heavy. They plug in to an electrical power source and shut down completely when
they're out of a charge. They also have some kind of internal software, suggesting a mechanical,
rather than organic, brain.
It's pretty likely she's 100% machine, but the thing that gives me pause in the opening credits
scene where the giant screw in the back of her head is being twisted in. It makes me think of
putting machinery into an empty shell. Also,she's clearly (though very loosely) based off of
Frankenstein's Monster, as all the characters are references to old horror movie tropes in some
way.
Between the Frankenstein inspiration and the imagery of mechanical parts being forced into the
girl's head, I wonder if there isn't at least some human used in her creation.
TL;DR - Probably android, maybe cyborg. She doesn't get enough screen-time.
