No idea about the music, but the anime is the opening of Negima.
Don't watch it though, it's a awful series. Manga is far better.

Okay fine, I give up. Seeing as it's
1: in a foreign language
2: it's pitch is through the roof and
3: the song is faster than a speed induced trip
you'd need a piece of software to edit it to listenable levels if you'd want to phonetically
identify the lyrics.
Problem is, after all the editing and she DOES sound like a normal woman I can't understand a
single syllable because the audio quality was already raped beyond repair.
