Generally called (Y)ou(T)ube (P)oop (M)usic (V)ideo or a YTPMV. There's a community of well known
creators of this sort of thing that sort of sprung off from Youtube poop videos.
Youtube poop isn't really focused on a song piece, but rather an episode of some content,
replacing the words from one section to another, making the sound distorted in some way,
something like that. Occasionally people would tune the voices to make small sections of some
music at the time, then people began to make entire videos of using samples from certain sources
to create songs.
Certain songs will come into popularity, and most people in the community will do their own spin
on it. There are a couple of standard sources, ranging anywhere from MLP to Hotel Mario to Old
Spice commercials. Chiptunes are usually pretty popular.
No idea for a name beyond YTPMVs though.

YTPMV and MAD are the general tags, MAD being the niconico (Japanese video site similar to
youtube) equivalent.
