The arm joint manipulation required to move protestors often causes lasting damage and leads to
more lawsuits than the use of pepper spray.
That issue more than likely boils down to what was more fiscally reasonable than escalation of

all that was asked was for them to move so a car could get through, that's it. they weren't
pepper sprayed because they were protesting and the cops thought "hey lets over-react and spray
them because fuck protestors" or anything, they sprayed them because they had to move a FUCKING
