The fuck does this have do with the browser?
It's Flash. The browser launches the flash binary and pipes the .swf file to it. From then on, it
has no control over what Flash does. It might sandbox it, but can't control it's behavior. This
is how Flash can steal mouse focus, this is how Flash c an be used to transmit malware.
