This is just a metaphor for an economic crash.
Idiots (Al) begin to screw shit up, rational people tell them to stop to help the stability of
the economy but they are ignored. Key stocks crash, and the market begins to fail. As some groups
attempt to help, they put themselves in a weaker position and escalate the situation further.
Those that are just passing by (other countries or companies or whatever), who want to help but
really can't, end up falling into the water as those that caused the disaster desperately try to
get themselves out of it.
Inevitably, the problem will be solved when people with even more power bail them out with bigger
boats, but the affair costs a lot of time and could have been prevented.
