Ok, so upon further searching it appears to be some sort of remix to the song "Kyun! Vampire
Girl".
It appears to be used with some program that people make little girls dance and change the voices
for some reason.
Does anyone have a better quality version of this song or video? Thanks!

Why does this shitty remix keep getting posted? It's fucking terrible.
Looping a part of a song 4-5 times, then looping another part immediately after doesn't make a
