Fix how?
The resolution doesn't go any lower without making her face look crumpled, and the rapidly moving
background means a frame rate drop would look like ass. I could cut into the audio bitrate, but
given it's a music video...
What should I do?

Decrease the resolution size. the resolution stretched out on a file that is already poorly
compressed.
