I turned the .gif into a swf.
I use Adobe flash cs5.5 for all my flashes.

Editing and changing is very easy with it.
I just pair it with photoshop for the detailing.

Yes. Flash is a lot of stuff.
One, a canvas in which you can draw and animate.
Two, moving photoshop.
